Jeff Cowen est né en 1966 à New-York, Etats-Unis.
Il vit et travaille à Berlin.
Le travail photographique de Jeff Cowen est aisément reconnaissable par son traitement du papier dans lequel il incorpore souvent collages, déchirures et peinture pour mieux révéler son sujet : « Je regarde à l’extérieur pour voir à l’intérieur ».
Il étudie la photographie avec la professeure Elaine Mayes à la Tisch School of the Arts de New York. Ses premiers clichés, réalisés à l’âge de 20 ans, portent sur la prostitution new-yorkaise ; ils sont aussitôt acquis pour être intégrés aux collections permanentes du New York Historical Society.
Poursuivant sa carrière, Jeff Cowen devient l’assistant de Larry Clark (qui avait lui-même assisté W. Eugene Smith) de 1988 à 1990 et de Ralph Gibson (ancien assistant de Dorothea Lange) de 1990 à 1992.
En 1994, il enseigne la photographie à la LEAP de New York où parmi ses élèves, il rencontre le clandestin Dan-el Padilla qu’il aide dans la poursuite de l’obtention de son diplôme, ce qui lui vaut de figurer dans un article du Wall Street Journal mettant en lumière les contradictions et la rigidité des lois concernant l’immigration américaine.
Il décide de quitter les Etats-Unis. En 2001, il s’installe à Paris.
Depuis 2003, date de sa première exposition en France, Jeff Cowen multiplie les expositions à travers le monde ; il reçoit le premier prix de la photographie Thomas Cook. En 2007, il collabore avec le critique, producteur et réalisateur André S. Labarthe, pour son exposition parisienne « The Lotus Eaters » inspirée de l’Odyssée.
A ce jour, la Galerie Seine 51 lui a consacré cinq expositions personnelles et trois ouvrages dont une monographie retraçant son travail de 1987 à 2004 (éd. Galerie Seine 51 et Paris Musées).
Jeff Cowen est représenté en France par la Galerie Seine 51.

In 2001 Jeff Cowen moved to Paris and in 2003 he was first time exhibited in France, date of his first exhibition in France. He had a lot of exhibitions worldwide and received the first photography prize by Thomas Cook. In 2007 he worked with the critic, producer and director André S. Labarthe, for his Parisian exhibition ”The Lotus Eaters”, inspired by the Odyssey.
